A) Introduction

The content area regarding decision-making is measurable to earthly concern administration because it is the key element of the overall job of universe administrators. Public Administrators are regarded for their ability to make important and puritanical decisions when the situation calls. These decisions are scrutinized not only for their results, but the daze they may have on the citizenry. The ability to make informed, important decisions that have widespread implications is the ultimate barometer to measure the success, or overleap thereof, for public administrators. The head for the hills case study is an important self-examining into the failed decision making process that not only gritty a public administrator, but crippled the people and promontory of a city.

B) Facts

1- In the early 1970’s, the infancy of MOVE begins. A black, charismatic handyman named Vincent Leaphart and a white professor, Donald Glassey, preach a movement based on a philosophy of acquiring back to nature.
2- The movement begins to gain a larger pursuance and a feud soon develops with the Philadelphia police department. The movement’s attack on “the system” begins to disrupt meetings and city operations.




3- pursuance the death of a MOVE infant, Leaphart, now known as John Africa, calls for an armed resistance.
4- MOVE occupies a house in Powelton Village and begins harassing neighbors. City attempts to enforce code violations are a stalemate ensues as MOVE residents refuse inspectors entry.
5- Apparent stoppage is announced on May 3, 1978 as MOVE surrenders weapons and allows inspections of residence. Members announce to vacate house by August 1, 1978.
6- Following MOVE refusal to vacate by August 1, police operation to hunting expedition out occupants goes awry. Leads to death of Officer James Ramp and injuring 8 police and firefighters.
