This growth was not due to growing detestation rates, but to greater use of incarceration for lesser offenses and medicate offenses. High incarceration rates ruin peoples lives and make the business worse, by making it harder for young people who have through with(p) wrong to be rehabilitated, find jobs, and become productive members of society.
